In 1866, the landowner Gilien de Plandolit Y d'Areno began the movement called the new reform. Andorra is one of the oldest states in Europe and is officially run by the President of France and the Bishop of Seu d'Urgell. On April 14, 1866, Bishop Josep Cashal Y Estradez approved the Andorran Constitution. This constitution was adopted on May 31, 1866. In 1869 the Andorran Constitution was ratified by the French King Napoleon III. In accordance with the Constitution, the General Council of Andorra consists of 24 members. To commemorate that Andorra adopted its constitution in 1866, Andorra issued a special 2 Euro coin 150 years later in 2016. On this beautiful coloured 2 Euro coin is the coloured parliamentary boardroom. This council room is in the Casa de la Vall. The Casa de la Vall is seen on the Andorran 1 Euro. At the top of the coin is the text æ150 Anys de la Nova Reforma de 1866Æ. Under this text is the year 2016. At the bottom of the coin the country name of Andorra is shown. The text and the years a re coloured according to the national colours of Andorra.
